NSW Goverment is seeking feedback on the introduction of minium standards for energy efficiency in rental homes

The NSW Government is consulting on the proposed introduction of minimum energy efficiency rental standards (MEERs) for rental properties across the State.

These proposed reforms could have significant implications for landlords, property managers and the broader rental market, which is why it is important that the real estate industry participates in the consultation process.

REINSW is actively advocating on behalf of members and will be lodging a formal submission to the NSW Government as part of our ongoing lobbying efforts. While much of this advocacy work occurs behind the scenes and remains confidential, please be assured that REINSW is engaging directly with Government to represent the interests of the real estate industry on this important issue.

What are the proposed MEERs?

The NSW Government is seeking feedback on the introduction of minimum standards for energy efficiency in rental homes, with the stated aim of improving rental property quality and reducing energy costs for tenants.

The proposed standards may require landlords to undertake upgrades relating to:

  • insulation;
  • heating and cooling systems; and
  • hot water systems.

Why this matters

Landlords already comply with extensive legislative obligations to ensure rental properties are fit for habitation. The proposed MEERs could impose substantial additional costs on landlords to upgrade facilities at a time when many are already managing rising interest rates, mortgage pressures and ongoing legislative reform.

The proposed changes may also create practical challenges for property managers in managing landlord and tenant expectations and disputes, implementation requirements and increased administrative workloads.

There is concern these reforms could:

  • place further financial pressure on landlords;
  • contribute to landlords exiting the rental market;
  • reduce rental housing supply;
  • increase pressure on housing supply and affordability;
  • contribute to a growing trend of reforms skewed toward emphasising negative tenant experiences;
  • create expectations for property managers to become technical experts in energy efficiency; and
  • create additional compliance and operational burdens for property managers.

The NSW Government consultation closes on Sunday, 31 May 2026.

Government is seeking feedback on:

  • the current state of energy efficiency in rental homes;
  • whether MEERs should be introduced in NSW;
  • the potential benefits and challenges of the proposed standards; and
  • how the changes could impact the rental market.

There are two ways to provide feedback:

We strongly encourage property managers to participate in the consultation process and to encourage their landlords to do the same. While REINSW will be lodging a submission on behalf of the industry, it is important Government hears directly from a broad range of stakeholders across the rental sector.
